Location, size and whether it was run flat determine repairability. Here are the limits and why an outside plug is not a repair.
Not every puncture means a new tire, and not every puncture can be repaired. The rules are specific and they exist because a badly repaired tire fails at speed.
The repairable area
Repairs are generally limited to the tread area — and specifically to the crown, not the shoulder. The shoulder and sidewall flex substantially as the tire rolls, and no repair holds reliably in a flexing area.
A puncture in the shoulder or sidewall means a new tire. There is no debate about this among people who do it for a living.
Size limits
There is a maximum puncture size for a proper repair, beyond which the structural damage is too great. A large gash or a cut is not a puncture, regardless of where it is.
What a proper repair involves
The tire comes off the wheel. The damage is inspected from the inside, which is the only way to see whether internal cords are damaged and whether the tire was run flat. The puncture channel is prepared, and a combination patch-plug is installed from the inside — the plug fills the channel to keep moisture out of the belts, and the patch seals the inner liner.
Anything less than that is not a repair.
Why an outside plug is not enough
A plug pushed in from outside without dismounting seals the leak. It does not seal the inner liner properly, it does not allow inspection of internal damage, and it does not tell anyone whether the tire was run flat and structurally compromised.
It is a legitimate temporary measure to get you to a shop. Treating it as permanent is a genuine risk, and tires do fail at speed because of it.
Run flat means finished
A tire driven on while flat — even a short distance — suffers internal damage as the sidewall folds and the internal structure is crushed against itself. That damage is not visible from outside and the tire is not repairable.
This is why the advice on a flat is to stop as directly as safety allows rather than pressing on to a better spot.
Multiple repairs
A tire can generally carry more than one repair provided each is within the repairable area and they are adequately separated. Repairs too close together compromise the structure between them.
Sealant complicates things
Aerosol sealants get you moving and they coat the inside of the tire, which makes a proper repair messier and sometimes impossible until it is cleaned out. Tell whoever repairs the tire that sealant was used.
